It was endorsed by Congressman Jett Nisay, who represents the Pusong Pinoy party-list. As of writing, the media has yet to receive a copy of the complaint.
The filing occurs against the backdrop of mounting public outrage over the 'flood control scam,' described as the largest corruption scandal to hit the Marcos administration. Nisay himself is a contractor owning JVN Construction and Trading and is among eight lawmakers, including resigned congressman Zaldy Co, recommended by the Department of Public Works and Highways (DPWH) and the Independent Commission for Infrastructure to the Office of the Ombudsman for plunder and graft charges. A DPWH database shows JVN won P73 million worth of public works projects in Bataan in 2021 and 2022, before Nisay's election as congressman.
Nisay was also among the 215 lawmakers who supported the impeachment complaint against Vice President Sara Duterte in February 2025. While the House is constitutionally required to act on the complaint, its prospects remain slim, with the chamber's rules committee led by the president's son, Majority Leader Sandro Marcos.
Vice President Sara Duterte is also expected to face another impeachment push once her one-year immunity expires in February. In May 2025, the Cardemas attempted but failed to file a complaint against Marcos at the House's Office of the Secretary General.
