Iniiwan ng Malacañang sa legal team ni Pangulong Marcos ang desisyon kung dadalo siya sa mga hearing ng justice committee ng House of Representatives tungkol sa impeachment complaint laban sa kanya. Mag-uumpisa ang deliberations sa Feb. 2, at maaaring iimbita ang pangulo kung sapat ang mga reklamo sa form at substance. Ayon sa opisyal, prerogative ng pangulo ang pagdalo.
MANILA, Philippines — Inihahanda ng House justice committee, pinamumunuan ni Batangas 2nd district Rep. Gerville Luistro, ang pag-uumpisa ng deliberations sa dalawang impeachment complaints laban kay Pangulong Ferdinand Marcos Jr. sa Feb. 2, 2026. Ang mga hearing ay gaganapin ng 10 a.m. sa People’s Center sa Batasan complex.
Ayon kay Luistro, iimbita ang pangulo sa mga hearing kung mapagdesisyunan na sapat ang mga reklamo sa form at substance, ngunit prerogative niyang hindi dumalo. "It depends on the legal team of the President, whether there is a need for that," ani Presidential Communications Undersecretary Claire Castro sa isang press briefing.
Ang unang reklamo, inihain ni lawyer Andre de Jesus at inendorso ni Pusong Pinoy party-list Rep. Jett Nisay, ay nag-aakusa kay Marcos ng "kidnapping" at pagsuko kay dating pangulong Rodrigo Duterte sa International Criminal Court, pagkabigo sa pag-veto ng unconstitutional provisions sa mga pambansang budget ng nakalipas na apat na taon, at pagbuo ng Independent Commission for Infrastructure upang protektahan ang mga kaalyado sa corruption.
Ang pangalawang reklamo mula sa Makabayan bloc, inendorso nina ACT Teachers party-list Rep. Antonio Tinio, Gabriela party-list Rep. Sarah Elago, at Kabataan party-list Rep. Renee Co, ay nagdadawit kay Marcos sa betrayal of public trust dahil sa paggamit ng baselined-balanced-managed parametric formula na nagiging basehan ng kickbacks sa state infrastructure projects.
Si Luistro ay interesado sa pag-consolidate ng dalawang reklamo, ngunit ayon kay retired Supreme Court associate justice Adolf Azcuna, desisyon pa ng committee kung iisa o hihiwalayin. Dagdag pa niya, nag-trigger na ito ng one-year ban sa paghain ng bagong impeachment complaint. "The report of the committee to the House will be the one that will be followed," ani Azcuna.
Isang ikatlong reklamo mula sa grupo na nauugnay kay Vice President Sara Duterte ay hindi tinanggap ng House Secretary General's office dahil sa kawalan ng chief noong pag-submit. "We were surprised that the Office of the Secretary General refused to accept our impeachment complaint," sabi ni lawyer Ferdinand Topacio.
Ang proseso ay bahagi ng constitutional mechanism, at maaaring mag-adapt ang Congress ng rules para sa simultaneous complaints laban sa pangulo at bise presidente, ayon kay Azcuna.
