A government investigation wants to change the rules for debts handled by the Swedish Enforcement Authority. Payments should primarily reduce the principal amount owed.
The investigation SOU 2026:43 proposes a new payment allocation order for consumer claims. Payments should first reduce the capital debt and only in the last instance be applied to interest and fees.
Cecilia Hegethorn Mogensen, acting national enforcement officer, says around 100,000 people have had cases with the Enforcement Authority for 20 years or more. She refers to them as eternal debtors.
The debt restructuring period is proposed to be shortened from five to three years. The changes regarding debt restructuring are to enter into force on 1 July 2028 and the new allocation order on 1 January 2031.
