Binasura ni Marcos ang buwis sa LPG, kerosene sa loob ng 3 buwan

Aprubahan ni Pangulong Ferdinand Marcos Jr. ang pagbabasura sa buwis na excise sa liquefied petroleum gas (LPG) at kerosene sa loob ng tatlong buwan upang bigyang-lugod ang epekto ng pagtaas ng presyo ng gasolina sa mga tahanan ng Pilipino. Naglabas siya ng Executive Order No. 114 noong Abril 16 batay sa rekomendasyon ng Development Budget Coordination Committee dahil sa pagtaas ng presyo ng langis sa pandaigdig.

"Ang mga buwis na excise sa LPG, maliban kapag ginamit bilang hilaw na materyal para sa produksyon ng mga petrochemical products o ginamit para sa motive power, at kerosene, maliban kapag ginamit bilang aviation fuel, ay lubos na binasura sa loob ng tatlong buwan mula sa epekto nito," ani Pangulong Marcos sa kanyang utos.

Inirekomenda ng Development Budget Coordination Committee (DBCC) ang hakbang na ito dahil sa pagtaas ng presyo ng langis sa buong mundo. Magiging monthly review ang suspensyon, at responsableng magrekomenda ang DBCC kung ie-extend, baguhin, o ibasura ito.

Babalik ang mga buwis sa antas ayon sa National Internal Revenue Code of 1997 pagkatapos ng tatlong buwan o kapag bumuti ang kondisyon ng merkado. Ayon sa Department of Energy (DOE), ang 30-day average ng Dubai crude price ay $93.71 bawat bariles noong Abril 10, na lumampas sa $80 na threshold.

Inutusan din ang DOE at Department of Finance, kabilang ang Bureau of Internal Revenue at Bureau of Customs, na magsagawa ng inventory ng stocks ng LPG at kerosene at magsumite ng monthly reports sa Kongreso. Inaasahan ng Malacañang na bababa ang presyo ng LPG ng P3.36 kada kilogramo, o humigit-kumulang P37 kada tank, at kerosene ng P5.60 kada litro.

Batay ito sa Republic Act No. 12316 na nagbibigay ng kapangyarihan kay Marcos na magsuspinde ng buwis kapag lumampas ang presyo ng langis sa tinukoy na limitasyon.
