Mato Grosso's procurador-geral de Justiça, Rodrigo Fonseca, approved on April 30 the extension of a roughly R$ 4,700 subsidy for prosecutors working in hard-to-reach areas. The measure updates an existing policy amid STF restrictions on extra pay. It aims to encourage postings in poor, remote municipalities.
In the April 30, 2026 administrative decision, Rodrigo Fonseca extended the "política de estímulo a lotação e permanência em unidade de difícil provimento". Previously limited to eight municipalities like Apiacás and Colniza, all over 900 km from Cuiabá, the gratuity now covers cities more than 500 km from the capital, on the Bolivia border strip, or with the worst IDHM.
Prosecutors in these areas will receive 10% more in pay, equivalent to about R$ 4,700 on the base salary. The Mato Grosso Ministério Público's press office clarifies in a statement that it is not a new benefit but an update to a policy under complementary law 416 since 2011. "The payment is provided for in complementary law 416 and has been made since 2011, i.e., for over 15 years," the statement says.
The approval follows the STF's late March decision, led by Minister Flávio Dino, capping extras at 70% of salary in the Judiciary and Ministério Público. Fonseca defended keeping indemnatory gratuities, citing an April 7, 2026 resolution. "The new regulation promotes a strict and standardized separation between remuneratory payments with specific ceiling rules and indemnatory payments whose payment is expressly permitted," the procurador-geral said.
Additionally, Fonseca regulated five bonuses, expanded daily allowances by reducing the minimum distance from 300 km to 40 km, and created 12 deputy coordinator positions with gratuity.
