Peac at DepEd, nagpromisa ng mas mahigpit na kontrol sa programa ng voucher

Nagkasundo ang Private Education Assistance Committee (Peac) at ang Department of Education (DepEd) na magtulungan upang protektahan ang pondo ng publiko at mapanatili ang integridad ng programa ng senior high school voucher pagkatapos na i-flag ng Commission on Audit (Coa) ang mga iregularidad na kinabibilangan ng 'ghost students'. Ayon kay Peac executive director Doris Ferrer, hindi mapapahintulutan ang anumang paglabag sa programa. Ito ay bahagi ng kanilang mga hakbang upang matiyak ang tamang paggamit ng voucher.

Sa Manila, nagpahayag ng kanilang determinasyon ang Peac at DepEd na palakasin ang mga kontrol sa programa ng senior high school (SHS) voucher. Ito ay tumugon sa ulat ng Coa tungkol sa mga iregularidad sa school years 2022-2023 at 2023-2024, na kinabibilangan ng mga 'ghost students', hindi karapat-dapat na benepisyaryo, at mag-aaral mula sa mga pribadong paaralan na may mataas na tuition.

Ayon kay Doris Ferrer, executive director ng Peac, 'The integrity of the SHS voucher program is non-negotiable for us.' Nagtatrabaho sila nang malapit sa DepEd upang i-validate ang mga grantee sa pamamagitan ng Voucher Management System at cross-check sa Learner Information System bago aprubahan ang billing. 'We do not process billing documents unless schools have been cleared from the previous school year. When issues are identified, refunds are required. And when necessary, sanctions such as suspension or termination from the program are imposed on erring participating schools,' ani Ferrer.

Inirekomenda rin ng Peac ang mas mahigpit na quality assurance upang matiyak na nakakapagbigay ng serbisyo ang mga provider sa mga karapat-dapat na mag-aaral. Ang mga miyembro ng Peac, kabilang ang mga presidente ng Association of Christian Schools, Colleges and Universities, Catholic Educational Association of the Philippines, at Philippine Association of Colleges and Universities, ay nagpahayag din ng kanilang pangako sa transparency at accountability.

Ang programa ng SHS voucher ay mahalagang inisyatiba na nakapagbigay ng access sa quality education sa hindi bababa sa 6.7 milyong mag-aaral sa buong bansa. Nananatiling komitado ang Peac sa transparency, accountability, at proteksyon sa kapakanan ng mga mag-aaral upang mapanatili ang tiwala ng publiko.
