Le président William Ruto a ordonné une révision immédiate des lois kényanes sur les assurances et les commissaires-priseurs à la suite de plaintes déposées par des opérateurs de matatus concernant le refus des assureurs d'indemniser les victimes d'accidents.

Le président William Ruto a ordonné la révision de la loi sur les assurances (Insurance Act, chapitre 487) et de la loi sur les commissaires-priseurs (Auctioneers Act, chapitre 526) le 22 mai 2026. Il a déclaré que les opérateurs de transport finissent souvent par payer eux-mêmes les frais liés aux accidents malgré la souscription d'une assurance.

Ruto a chargé le ministère des Transports de collaborer avec l'Autorité de régulation des assurances (Insurance Regulatory Authority) sur cette question. La révision vise à améliorer le traitement des demandes d'indemnisation et à limiter les saisies de véhicules agressives effectuées par les agents de recouvrement.

Des pétitions parlementaires ont souligné qu'au moins 4 000 véhicules de transport public dans la région du Lower Eastern faisaient face à des poursuites judiciaires après le défaut de paiement des assureurs. L'Association des assureurs du Kenya estime que les demandes frauduleuses ponctionnent plus de 3,2 milliards de shillings kényans aux assureurs chaque année.
