وجه الرئيس ويليام روتو بإجراء مراجعة فورية لقوانين التأمين والمزاد العلني في كينيا عقب شكاوى من مشغلي حافلات "ماتاتو" حول تقاعس شركات التأمين عن تغطية مطالبات الحوادث.

أمر الرئيس ويليام روتو بمراجعة قانون التأمين (الفصل 487) وقانون المزاد العلني (الفصل 526) في 22 مايو 2026. وصرح بأن مشغلي قطاع النقل ينتهي بهم الأمر في كثير من الأحيان إلى دفع فواتير الحوادث بأنفسهم على الرغم من امتلاكهم تغطية تأمينية. وجه روتو وزارة النقل للعمل مع هيئة تنظيم التأمين بشأن هذه القضية. وتهدف المراجعة إلى تحسين إجراءات معالجة المطالبات والحد من عمليات استرداد المركبات القسرية من قبل محصلي الديون. أشارت عرائض برلمانية إلى أن ما لا يقل عن 4000 مركبة نقل عام في منطقة شرق كينيا السفلى واجهت قضايا قانونية بعد تخلف شركات التأمين عن السداد. وتقدر رابطة شركات التأمين الكينية أن المطالبات الاحتيالية تستنزف أكثر من 3.2 مليار شلن كيني من شركات التأمين سنويا.
