Ruto orders review of insurance and auctioneer laws

President William Ruto has directed an immediate review of Kenya's insurance and auctioneer laws following complaints from matatu operators about insurers failing to cover accident claims.

President William Ruto ordered the review of the Insurance Act (Cap 487) and the Auctioneers Act (Cap 526) on 22 May 2026. He stated that transport operators often end up paying accident bills themselves despite having insurance cover.

Ruto directed the Ministry of Transport to work with the Insurance Regulatory Authority on the issue. The review aims to improve claims processing and curb aggressive vehicle repossessions by debt collectors.

Parliamentary petitions noted that at least 4,000 public service vehicles in the Lower Eastern region faced court cases after insurers defaulted. The Association of Kenya Insurers estimates that fraudulent claims drain more than Ksh3.2 billion from underwriters annually.
