Die Überprüfung zielt darauf ab, die Schadensregulierung zu verbessern und aggressive Fahrzeugpfändungen durch Inkassounternehmen einzudämmen. Parlamentarische Petitionen wiesen darauf hin, dass mindestens 4.000 öffentliche Verkehrsmittel in der Region Lower Eastern mit Gerichtsverfahren konfrontiert waren, nachdem Versicherer ihren Verpflichtungen nicht nachgekommen waren. Die Association of Kenya Insurers schätzt, dass betrügerische Ansprüche die Versicherer jährlich mehr als 3,2 Milliarden Ksh kosten.
