Tesla sales surge in Norway despite European slump

While Tesla registrations declined in several European countries in November 2025, Norway saw a dramatic increase, driven by buyers rushing to beat an upcoming tax hike on electric vehicles. The company shattered a national sales record with a month left in the year. This boom contrasts with Tesla's global challenges, including expected delivery drops.

Tesla's sales in Europe continued a downward trend in November 2025, with registrations falling in France, Sweden, Denmark, and Germany. However, Norway bucked this pattern, achieving a 34.6% year-to-date surge. According to data from the Norwegian Public Roads Administration (OFV), Tesla sold 28,606 vehicles from January through November, surpassing Volkswagen's previous record of 26,575 set in 2016 for a full year.

In November alone, 6,215 new Teslas were registered, nearly triple the previous year's figure. This rush stems from Norway's tax incentive system for electric vehicles, which has historically exempted EVs from taxes to promote adoption. A cap of around $50,000 kept most Model 3 and Model Y vehicles tax-free, but this limit will lower on January 1, 2026, affecting Tesla's popular models. The Model Y remains Norway's top crossover, rebounding strongly after a mid-year refresh.

Norway's EV market is exceptionally strong, with 98.3% of new car sales in November being fully electric, aligning with the country's goal to phase out new combustion-engine vehicle sales by the end of 2025. Competitors like Volkswagen saw nearly 50% year-to-date growth, and Kia 153%, but Tesla holds the largest market share.

Globally, Tesla faces headwinds: deliveries are projected to decline 7% for the year, per consultancy Visible Alpha. In the US, sales dropped 24% in October after an 18% rise in September, partly due to the end of federal EV tax credits.
