Public works minister announces re-trial of MLFF toll system

Public Works Minister Dody Hanggodo confirmed plans for a re-trial of the cashless MLFF toll system after the initial Bali test yielded no clear conclusions. The announcement came on Saturday, March 28, at Rest Area KM 379 on the Batang-Semarang toll road. The new trial will involve multiple parties including BPKP, prosecutors, and police.

Public Works Minister Dody Hanggodo stated that the Multi Lane Free Flow (MLFF) system for cashless, touchless, stopless toll transactions will undergo a re-trial within the next two months. The remarks were made to reporters at Rest Area KM 379 A on the Batang-Semarang toll road in Central Java on Saturday, March 28, 2026.

The initial trial in Bali, according to Dody, did not produce clear conclusions on its success. "Kan kemarin kita uji-coba pertama di Bali kan belum ada kesimpulan. Whether it will be a success or not," he said. Thus, an agreement for a re-trial was reached, involving the Financial and Development Supervisory Agency (BPKP), prosecutors, police, and other parties.

The previously delayed MLFF project is under re-evaluation. The next trial location is being considered for high-traffic toll roads such as Jabodetabek or Trans Jawa. BPJT Head Wilan Oktavian stressed the need for thorough preparation, including reports and stakeholder involvement.

BPJT member Sony Sulaksono Wibowo highlighted issues requiring adjustments, such as integration with toll operator systems, payment mechanisms, and enforcement of violations. Coordination with National Traffic Police (Korlantas Polri) is needed for a strong legal framework.

Dody emphasized that the main focus is proving the system's suitability for Indonesia, given challenges like weather, signal disruptions, and traffic conditions. MLFF is an unsolicited government-business partnership (KPBU) project proposed by the private sector. He dismissed unverified claims of 20-second transactions, noting Indonesia's unique conditions differ from other countries. "Jadi kita ngomong dulu soal test apakah sistem ini layak nggak dipakai," he asserted.
