The services are to be performed primarily outside regular ILO office hours—Monday to Friday, from 8:30 a.m. to 12:30 p.m. and 1:30 p.m. to 5:30 p.m.—and not on ILO-observed holidays, unless the office operates on an Ethiopian national public holiday, in which case services are required at no additional cost. The contractor bears full responsibility for any damages to the building, furniture, fixtures, or equipment caused by negligence, including those from fire, water, or bad weather. The ILO will facilitate security entrance permissions from the Economic Commission for Africa (ECA), and the contractor must notify the office of any personnel changes. All employees must be registered with ECA Security, wear ID cards, and receive instructions only through the contractor's supervisor.

Bids are evaluated with 70% weight on technical criteria—including company profile and at least two years' experience with UN agencies (30%), personnel's prior experience (30%), and experience in ILO and multicultural environments (40%)—and 30% on financial proposals. To qualify financially, technical scores must reach at least 70%. Eligible bidders need a valid renewed license for 2017/2018, VAT registration, capacity for up to three persons, and at least three customer recommendations.

Submissions, marked 'bid for the provision of messengers service - ILO/CO ADDIS/RFQ/2025/082,' must include company profile, required documents, technical and financial proposals, and be emailed to ADDIS_PROCUREMENT@ilo.org by 13:00 Eastern Africa Time on November 14, 2025. Late bids will be rejected. Queries on technical, commercial, or legal aspects can be sent to the same email by November 5, 2025. The RFQ, referenced as ILO/CO ADDIS/RFQ/2025/082, was issued by Procurement Officer Tigist Sahleselassie, emphasizing compliance with ILO's Terms and Conditions for Contracts, available online.
