Public Service Ministry announces merit-based promotions for civil servants

The Public Service Ministry has announced reforms that will promote civil servants based on merit, performance and innovation instead of seniority. The changes were unveiled on Friday by Cabinet Secretary Geoffrey Ruku. They align with President William Ruto's recent directive on public service streamlining.

Ruku stated that career progression can no longer be based on seniority and years of service. Instead, merit, demonstrated results and innovation must become the main levers for promotions.

On technology, the Cabinet Secretary explained that artificial intelligence will be used to track key performance indicators and automate routine tasks. The government will reward high performers and take disciplinary action against those who fail to meet expectations.

The reforms follow President Ruto's directive last month for a whole-of-government approach to public service changes. The announcement comes three weeks after the Salaries and Remuneration Commission outlined plans for performance-based contracts.
