TSC announces mandatory licensing system for all teachers

The Teachers Service Commission has introduced a new licensing framework requiring all teachers in Kenya to complete professional development and renew their licences every five years.

Acting TSC Chief Executive Officer Evaleen Mitei made the announcement on Thursday during the 49th Kenya Secondary Schools Heads Association conference in Mombasa.

The framework is anchored on the Teacher Professional Development programme, which will be delivered mainly online and at no cost to participants. Teachers must complete the five-year cycle to renew their licences.

Mitei said the changes aim to improve teacher competence and support the Competency-Based Education curriculum. The commission is also developing a Learning Management System to help teachers access modules and track progress.

Additional reforms include raising the minimum qualification for primary school teachers to diploma level and reviewing Legal Notice Number 50 to align registration with the new curriculum.

The Kenya National Examinations Council will begin digital assessments in senior schools in 2027. The shift follows successful e-assessment trials in teacher training colleges. Officials aim to boost efficiency and support learners with new tools.
