Egypt's Financial Regulatory Authority has extended deadlines for healthcare management companies and foreign reinsurance brokers to meet requirements under the Unified Insurance Law.
The FRA Board of Directors, chaired by Islam Azzam, approved the extensions on 11 July 2026. Third-party administrators now have until 10 July 2027 to comply with Decision No. 229 of 2025. Applications for temporary licences from TPAs and health maintenance organisations will continue to be accepted for six more months after publication in the Official Gazette.
Companies must meet minimum capital rules as joint-stock entities. HMOs require EGP 75 million in paid-up capital and TPAs need EGP 20 million. One temporary licence has been issued to a health insurance company and eight to healthcare management firms.
Separately, the deadline for non-resident foreign reinsurance brokers was moved to 31 October 2026 under Decision No. 158 of 2025. Registered brokers must satisfy licensing, experience and rating conditions set by the authority.
