Ang pahintulot ay limitado sa mga in-use vehicles mula 2015 at mas luma, traditional jeepneys, power plants, generators, at marine at shipping sectors, pagkatapos ng konsultasyon sa oil at automotive industries noong nakaraang linggo. “We are adopting a prudent and temporary measure to help ensure an adequate and accessible fuel supply for sectors that may require limited flexibility during this period,” ani Energy Secretary Sharon Garin. Nananatiling epektibo ang Euro 4 standards, at kailangang i-segregate ang Euro 2 fuels mula sa Euro 4 sa storage, transportasyon, at distribution. Kailangang i-notify ng oil companies ang DOE kung saan ibebenta ang Euro 2, at susubukan ng DOE ang compliance sa pamamagitan ng random sampling, na may parusa sa paglabag. Noong 2015, nagmandato ang DOE ng Euro 4 compliance batay sa Philippine Clean Air Act of 1999. Si Pangulong Marcos ay nag-usap sa India, Japan, South Korea, China, Brunei, at Thailand para sa posibleng oil supply. Bukod dito, ipinamahagi na ang fuel subsidies sa halos 100,000 tricycle drivers, na magpapatuloy simula Abril 6.
