Bineto ni Pangulong Ferdinand Marcos Jr. ang P43.24-bilyong bahagi para sa serbisyong personnel sa pambansang badyet ng 2026, na nagdudulot ng pag-aalala sa mga mambabatas tungkol sa posibleng epekto sa pag-hire ng gobyerno.
Noong Enero 5, 2026, naglabas ng veto message si Pangulong Ferdinand Marcos Jr. laban sa isang line item na nagkakahalagang P43.24 bilyon para sa 'Payment of Personnel Services Requirements' sa 2026 General Appropriations Act. Ito ay isa sa pitong unprogrammed appropriations na bineto, na na-transfer mula sa bicameral deliberations.
Ayon sa Department of Budget and Management (DBM), hindi maapektuhan ang suweldo o benepisyo ng mga empleyado ng gobyerno dahil ang mandatory compensation ay nasa mga badyet ng kani-kanilang ahensya. Sinabi ni Budget Secretary Rolando Toledo na garantisado ang mga benepisyo para sa sibil, militar, at uniformed personnel. Mulito ni Marcos: "I specifically note that the scheduled increases in benefits of our civil servants, including our military and uniformed personnel, are part of programmed expenditures and will not be affected by the veto of the pertinent purpose of the UA."
Gayunpaman, nagbabala ang mga mambabatas. Ayon kay Senate Finance Committee Chair Win Gatchalian, hindi maapektuhan ang mga kasalukuyang empleyado ngunit maaaring mahirapan ang mga ahensya sa pag-hire ng bago. "Pwede lang maapektuhan ang new hires kung may balak pa ang executive na kumuha ng bagong tao," aniya. Maaaring lutasin ito sa contingency fund o alternatibong pondo.
Kritikal naman si ACT Teachers Party-list Rep. Antonio Tinio, na nagsabing nagpapatunay ito ng panganib sa mga bagong hire at retirement benefits. "The DBM statement is deceptive and does not address the veto of P43.2 billion for personnel requirements in the Unprogrammed Appropriations and how this will negatively impact hiring and retirement benefits," sabi niya. Ang DBM ay tumugon lamang sa P24 bilyon, hindi sa buong halaga.
