Le président Ruto relance le paiement des frais scolaires via e-Citizen malgré l'opposition

Le président William Ruto a ordonné la reprise du paiement des frais scolaires par le biais du système e-Citizen afin de renforcer la transparence. Des experts et des parents déplorent une décision qui ignore les réalités économiques des zones rurales.

Le président Ruto a défendu cette directive jeudi lors de la deuxième conférence sur l'éducation qui s'est tenue à Naivasha. Il a affirmé que les paiements numériques permettraient de vérifier les informations et de réduire les pertes liées aux transactions en espèces.

« Aujourd'hui, un parent devrait pouvoir payer les frais depuis chez lui via e-Citizen, où nous pouvons vérifier ces informations », a déclaré Ruto. Il a souligné que son administration ne traiterait plus d'espèces, car celles-ci sont difficiles à tracer.

Boaz Waruku, conseiller politique au sein du groupe de travail Elimu Bora, a averti que ce système désavantagerait les parents qui règlent les frais de scolarité en nature, par le biais de récoltes, de nourriture ou de travail manuel. Il a prévenu que certains enfants pourraient être privés d'éducation en raison de la pression exercée par le gouvernement.
