O presidente Ruto defendeu a diretriz na quinta-feira durante a segunda conferência de educação realizada em Naivasha. Ele afirmou que os pagamentos digitais permitiriam a verificação de detalhes e reduziriam as perdas decorrentes de transações em dinheiro.

“Hoje, um pai deve pagar as mensalidades de casa através do e-Citizen, onde podemos verificar essas informações”, disse Ruto. Ele enfatizou que seu governo não lidará mais com dinheiro em espécie porque é difícil de rastrear.

O consultor de políticas Boaz Waruku, do Grupo de Trabalho Elimu Bora, disse que o sistema prejudicará os pais que pagam as mensalidades com colheitas, alimentos ou trabalho manual. Ele alertou que algumas crianças podem acabar fora da escola devido à pressão do governo.
