Hong Kong contractors face removal for poor homeowner ratings after Tai Po fire

In response to a recent fire in Tai Po, Hong Kong's government is reforming the Urban Renewal Authority's 'Smart Tender' scheme with homeowner satisfaction surveys to combat bid-rigging and improve building maintenance. Chief Secretary Eric Chan Kwok-ki announced plans for a preselected list of qualified contractors, with poor performers facing removal after investigations.

On Saturday, Chief Secretary Eric Chan Kwok-ki announced that the Hong Kong government aims to improve the Urban Renewal Authority's 'Smart Tender' scheme by establishing a preselected list of qualified contractors. The scheme provides support to owners' organisations through an electronic tendering platform for procuring consultants and contractors to carry out building maintenance works. Owners applying for government maintenance subsidies must accept consultants and contractors assigned by the authority.

Chan said authorities would conduct surveys among homeowners to assess the performance of listed firms. 'We will conduct a survey to ask homeowners if they are satisfied with the work. If they are, the contractors will remain on the list, and if they are not satisfied and have complaints, we will investigate,' he told a radio programme.

These reforms follow a blaze in Tai Po and seek to enhance oversight and combat bid-rigging in construction sites.

Hong Kong authorities have ordered the removal of scaffolding nets at about 200 sites citywide following the deadly Tai Po fire, with firms starting work to meet a three-day deadline. Suspected false safety certificates were found at two building sites, prompting the measure to prevent repeats of the tragedy that claimed at least 159 lives.

A Hong Kong lawmaker has warned that the government's proposed moves to increase professional scrutiny of building maintenance projects could incur extra costs and delays. Election Committee lawmaker Andrew Lam Siu-lo called for deeper discussions on implementation details by the government and legislature. The measures respond to the deadly Tai Po inferno in late November.

After a deadly fire in Tai Po that claimed 168 lives, Hong Kong's government has proposed measures to strengthen building maintenance. Experts, however, warn that these pledges only scratch the surface of long-standing systemic issues in the sector.

The Hong Kong Bar Association has formed a task force following last month's deadly Tai Po fire, proposing targeted legislation to criminalize bid-rigging and make key construction safety guidelines legally binding. The blaze was the city's deadliest in seven decades, and bid-rigging is currently treated as serious anti-competitive conduct under the Competition Ordinance, punishable only by fines.

A deadly blaze in Tai Po prompted the removal of protective mesh from around 420 buildings under renovation in Hong Kong. The Construction Industry Council plans to procure 50,000 scaffolding nets, with the first batch of 12,000 ready by January 15. Executive director Albert Cheng Ting-ning stressed that the higher cost ensures safety under new regulations.

Hong Kong police have expanded their probe into allegedly fake scaffolding net safety certificates to six estates, following discoveries at two sites after the Tai Po inferno that prompted the removal of mesh netting at about 200 locations last week. The blaze on November 26 killed at least 159 people, including a firefighter, and left nearly 5,000 homeless.
