더불어민주당은 30일 검찰의 직접 수사권을 폐지하는 법안의 본회의 통과를 추진할 예정이다. 국민의힘은 필리버스터로 저지에 나설 것으로 보인다.
민주당은 이날 오후 2시 본회의에서 형사소송법 개정안을 처리할 계획이다. 개정안이 통과되면 검찰은 직접 수사와 보완 수사 권한을 모두 잃게 된다.
민주당은 검찰을 해체하고 수사와 기소를 분리한 두 개의 기관을 신설하는 개혁을 추진해 왔다. 별도로 국회법 개정안도 발의해 패스트트랙 지정 법안 심사 기간을 최대 330일에서 90일로 단축하려 한다.
국민의힘은 두 법안 모두에 필리버스터를 예고했다. 국회법에 따라 재적 의원 5분의 3인 180명이 찬성하면 24시간 후 필리버스터를 종료할 수 있다. 민주당은 161석과 소수 야당·무소속 지지를 더해 필리버스터 종료 표결을 확보할 것으로 전망된다.
앞서 29일 법제사법위원회는 검찰 수사권 폐지 법안을 안건조정위원회에 회부했다. 같은 날 국회운영위원회는 패스트트랙 심사 단축 안을 통과시켰다.
