육군은 현재 상위 50퍼센트 선발에서 2028년부터 무자격자를 제외한 모든 지원자를 장기복무로 전환할 계획이다. 장기복무는 최소 7년 이상 근무를 요구한다.
지난해 장기복무 부사관 수는 3천900명으로 이전 약 3천 명에서 증가했다. 육군은 부사관 유치 어려움을 겪고 있으며 이는 신규 임관 감소와 인구 감소 때문이라고 설명했다.
육군은 또한 2028년까지 하사에서 중사 진급 소요 기간을 6년에서 4년으로 단축할 예정이다. 해당 기간은 4.3년에서 3.2년으로 줄어들 전망이다. 아울러 유인·무인 팀 전투체계와 드론 능력 등 첨단 기술 훈련을 강화하고 2027년 하사 평균 월급을 약 300만 원으로 인상할 계획이다.
