Constitutional Court rejects emergency motions against health savings law

The Federal Constitutional Court has rejected emergency applications against the legislative process for the health savings package. This allows the Bundestag to vote on the law as planned on Friday.

The Federal Constitutional Court announced on Thursday that the applications for a temporary injunction had been unsuccessful. Two members of parliament from the Greens and the Left had challenged the rushed procedure after the coalition submitted 278 pages of amendments shortly before the vote.

Chancellor Friedrich Merz praised the reform efforts of the black-red coalition in his government statement on Thursday. He stressed that compromises were being sought for the benefit of the country.

The package from Health Minister Nina Warken is intended to relieve statutory health insurance funds of rising expenditures in 2027. Planned measures include limits on reimbursement increases and restrictions for patients, including higher co-payments for medicines.

Following Chancellor Merz's announcement that the bill was practically ready, the German government finalized its health reform draft on April 28, targeting 16.3 billion euros in savings from 2027—down from an initial 19.6 billion—to address a 15.3 billion euro deficit at statutory health insurers. The Greens decry it as a burden on insured people and companies, while Health Minister Nina Warken calls it balanced. Cabinet approval is set for Wednesday.

Chancellor Friedrich Merz stated that the draft health reform bill is »practisch fertig« and will be voted on in the cabinet on Wednesday. Health Minister Nina Warken's (CDU) savings package aims to cut around 19.6 billion euros next year. The proposal faces criticism from associations, health insurers, and parts of the coalition.
