STF Minister André Mendonça suspended access on March 16, 2026, to banker Daniel Vorcaro's confidential documents in the INSS CPMI secure room to protect his privacy. Commission leadership now suspects parliamentary aides entered with hidden cameras despite the order. The room was locked at President Carlos Viana's request amid fears of leaks from sensitive materials linked to Operation Compliance Zero.
STF Minister André Mendonça issued an immediate ruling on March 16, 2026, prohibiting access to material related to Daniel Bueno Vorcaro's personal life, stored in the INSS Joint Parliamentary Inquiry Commission's (CPMI) secure room at the Senate. The decision aims to preserve the privacy of the Banco Master owner, investigated in Operation Compliance Zero over frauds including irregular INSS disability benefits.
CPMI leadership suspects parliamentary aides accessed the room with body-hidden cameras, even after the suspension, potentially compromising document secrecy and leading to leaks. The room was locked around 7 p.m. (19h) at the request of commission president Carlos Viana (Podemos-MG).
Mendonça directed the Federal Police and CPMI presidency to remove equipment for analysis and extraction of personal content, including intimate videos from Vorcaro's phone and photos of politicians in casual settings. Documents also contain tax returns, financial data, and chats with ex-fiancée Martha Graeff referencing meetings with authorities such as Minister Alexandre de Moraes and Chamber President Hugo Motta (Republicanos-PB).
Previously, files were delivered by PF at the end of February with Mendonça's authorization, after Dias Toffoli denied access and held them with Senate President Davi Alcolumbre (União Brasil-AP). To prevent leaks, prior access was restricted: no cell phones, only paper and pen allowed, with specific hours from Monday to Saturday. Viana had requested release to advance the final report, emphasizing the constitutional duty for a thorough investigation. Mendonça urgently summoned the PF, CPMI presidency, and Vorcaro's defense.
