Inspector General Kanja confirms instant traffic fines system operational nationwide

Inspector General of Police Douglas Kanja has reaffirmed that Kenya's Instant Traffic Fines Framework remains fully operational across the country. The update was delivered during a National Council on the Administration of Justice meeting amid public confusion from ongoing court cases. Officials stressed that enforcement continues under the Traffic Act with support from multiple agencies.

Director of Criminal Investigations Mohamed Amin delivered the remarks on behalf of Kanja at the 38th NCAJ Council Meeting chaired by Chief Justice Martha Koome. The framework is implemented jointly by the National Transport and Safety Authority, National Police Service, Office of the Director of Public Prosecutions and the Judiciary under Sections 117 and 117A of the Traffic Act.

Kanja stated that the National Police Service will continue supporting enforcement by safeguarding evidence, facilitating investigations and referring disputed offences to court. He called for greater inter-agency coordination to harmonise the framework with due process safeguards.

Motorists have reported receiving instant fines for speeding, including on the Thika Road–Safari Park stretch. A petition at the High Court in Murang'a challenges a 50 km/h speed limit on part of the Nairobi-Embu Highway, but NTSA Director General Nashon Kondiwa clarified that proceedings affect only the disputed section.
