Chama cha Wabebaji wa Kenya (KTA) kimeomba utekelezaji wa haraka wa mfumo wa faini za trafiki zinazolipwa papo hapo kupitia jukwaa la pesa za simu, ili kufanya mbali na utekelezaji wa kisheria wa kawaida ambao wanasema ni ghali na usio na ufanisi. Wao wanasema hatua hii itapunguza msongamano katika mahakama na kuboresha usalama wa barabara. Hii inakuja wakati NTSA inapanga kuanzisha faini za papo hapo kama sehemu ya dijitali ya huduma.

Kulingana na taarifa yao, mfumo wa sasa ambao ukiukaji mwingi wa trafiki unaelekezwa mahakamani umeonekana kuwa usio na ufanisi, ghali na usio na faida. "Mfumo wa sasa ambapo ukiukaji mwingi wa trafiki unaelekezwa mahakamani umeonekana kuwa usio na ufanisi, ghali na usio na faida. Unatumia wakati usio na lazima wa kimahakama, unaweka gharama za kifedha na fursa zisizo na lazima kwa watumiaji wa barabara, na unaunda msongamano usio na lazima ndani ya mfumo wa haki ya jinai kwa makosa ambayo ni madogo, ya kiutawala na yasiyo ya uhalifu," ilisema chama hicho.

Wao wanasema kuanzisha faini za papo hapo itaboresha ufanisi wa kimahakama, kuimarisha usalama wa barabara na kupunguza fursa za rushwa. Hii inaambatana na ajenda ya nchi ya mabadiliko ya kidijitali, na nchi jirani zimefanikisha mifumo sawa licha ya kuwa na mazingira madogo ya kidijitali.

NTSA inapanga kuanzisha faini hizi chini ya Sheria ya Makosa Madogo ya Trafiki ya 2016, ikilenga watendaji wanaofanya kazi bila leseni, kasi, na kushindwa kubeba hati za gari. Faini zitapanuka kutoka Ksh 500 hadi Ksh 10,000 kulingana na kosa. Kwa mfano, kuendesha bila sahani za kitambulisho au bila cheti sahihi cha ukaguzi kunavutia faini ya Ksh 10,000. KTA inasema hii itaboresha ukusanyaji wa mapato ya serikali kwa kuhakikisha adhabu zinaingizwa moja kwa moja kwenye akaunti rasmi, na kupunguza uvujaji.
