排水事務署署長林榮昌表示：「這是為了將香港打造成一個面向未來且具氣候韌性的城市。」
模型使用多種數據集訓練，包括氣象統計數據用於即時預測降雨和潮汐，能生成實時洪水模擬，並展示洪水在三維空間中的動態演變。
此系統將幫助當局提前規劃潛在洪水的應急響應，涵蓋高風險地區如灣仔金銀巷、將軍澳、大埔等。
