Business operators in Happy Valley and Kai Tak say new licensing rules force them to turn away dog owners from outdoor areas, despite government efforts to promote pet-friendly dining.
Businesses without the required licences report losing customers who previously brought dogs to outdoor seating. Bijay Subba, manager of Happy Valley Bar & Grill, said the policy works against the government's aim to support restaurants and bars.
Subba noted that the Happy Valley venue had allowed dogs in its outdoor area for years. Many local residents own dogs and visit while walking their pets, he added.
The changes have reduced business at the restaurant, according to Subba. Operators in both Happy Valley and Kai Tak described being compelled to refuse dog owners under the current rules.
