Presidenta del Senado propone separar ley miscelánea de “Reconstrucción”

La presidenta del Senado, Paulina Núñez (RN), recomendó al gobierno desintegrar el megaproyecto legislativo titulado “Reconstrucción”, que agrupa alrededor de 40 materias diversas en un solo paquete. En una entrevista, Núñez sugirió presentar iniciativas separadas para temas como la exención de contribuciones a la primera vivienda de adultos mayores.

Paulina Núñez, en conversación con el podcast “Cómo te lo explico” de La Tercera, cuestionó el diseño del proyecto: “No sé si es mejor ingresar todo de una”. Ante la consulta directa, afirmó: “Sí, yo lo he estado pensando y creo que debería ir separado”.

Núñez destacó que medidas populares, como la exención de contribuciones para adultos mayores en su primera vivienda, podrían avanzar con amplio apoyo transversal si se separan. Reveló que el ministro de Hacienda, Jorge Quiroz, mantiene diálogos prelegislativos con parlamentarios para explorar un diseño desintegrado.

El proyecto “Reconstrucción” incluye ajustes tributarios, cambios en beneficios sociales y medidas de seguridad, como mayores penas por venta informal de cigarrillos y transporte ilegal de inmigrantes. Esta técnica de leyes misceláneas ha enfrentado críticas previas, incluso desde la derecha, por limitar el debate parlamentario.

En enero, durante el gobierno de Boric, un proyecto de reajuste con 129 artículos no relacionados generó rechazo unánime en la Comisión de Hacienda del Senado, presidida entonces por Ximena Rincón.
