Naghain ang kinatawan ng Mamamayang Liberal party-list na si Leila de Lima ng dalawang resolusyon na humihiling ng kongresyunal na imbestigasyon sa pagpapatupad ng Anti-Terrorism Act ng 2020 at Terrorism Financing Prevention and Suppression Act ng 2012. Ito ay sumunod sa pagtanggi ng bail sa community journalist na si Frenchie Mae Cumpio at lay worker na si Marielle Domequil. Layunin nito na tiyakin na ang mga batas na ito ay nagpoprotekta sa mamamayan at hindi nagpapahina ng paglaban.
Sa Manila, naghain si Leila de Lima ng House Resolutions 786 at 787 upang hikayatin ang mga komite ng House sa justice at human rights na magsagawa ng joint investigation sa Republic Act 11479, o Anti-Terrorism Act (ATA), at Republic Act 10168, o Terrorism Financing Prevention and Suppression Act (TFPSA). Ayon kay De Lima, "These laws should not be used as a license to put pressure on people, to red-tag or jail people with trumped up charges, much less to kill innocent people."
Noong Enero, pagkatapos ng anim na taon sa bilangguan, naparusahan sina Cumpio at Domequil ng 12 hanggang 18 taong pagkakakulong dahil sa terror financing. Nakalaya sila sa lesser firearms charge. "Our objective is clear: to ensure that our laws protect our people instead of suppressing dissent. Counterterrorism measures erode their core purpose if they are weaponized by the State to promote a climate of fear, harassment and intimidation among human rights defenders, activists, youth leaders, humanitarian workers and civil society organizations," dagdag pa ni De Lima.
Ang HR 786 ay naglalayong matukoy kung ang pagpapatupad ng ATA ay sumusunod sa konstitusyonal na karapatan tulad ng due process, freedom of speech, expression, association, peaceful assembly, at right to privacy, pati na rin sa international human rights obligations. Ito rin ay titingnan ang adequacy ng safeguards laban sa overreach. Ayon sa resolusyon, may babala mula sa international human rights bodies na ang ATA ay may overly broad provisions at vague definitions na maaaring mapahamak sa abuse.
Samantala, ang HR 787 ay humihiling ng review sa enforcement ng TFPSA upang suriin kung ito ay labis na tumutugon sa civil society actors at dissenters kaysa sa high-risk money-laundering at corruption networks. Ito ay e-evaluate ang safeguards sa due process, judicial oversight, evidentiary standards, exemptions para sa humanitarian at civil society, transparency, accountability, at anti-de-risking guidance.
