Lacson muling humihikayat sa mas matibay na batas kontra-espionage

Muling hinikayat ni Senate President Pro Tempore Panfilo “Ping” Lacson ang pagpasa ng mas matibay na batas kontra-espionage dahil sa mga ulat ng aktibidad ng dayuhang espionage sa bansa. Ayon sa kanya, kailangang i-update ang batas mula 1941 upang harapin ang mga modernong hamon. Ang kanyang panukalang batas ay nagmumungkahi ng mas mabibigat na parusa kabilang ang habambuhay na pagkakakulong.

Sa panayam sa DZRH noong March 12, 2026, ipinaliwanag ni Lacson na isa sa unang mga panukalang batas na inihain niya sa 20th Congress ay ang Senate Bill No. 33, na naglalayong magdagdag ng parusa sa batas kontra-espionage mula sa Commonwealth Act ng 1941. “It was one of the first bills I filed in the 20th Congress, to update our anti-espionage law. Our current law is a Commonwealth Act dating back to 1941, whose penalties are too light. So I say we need to strengthen the law to address modern-day threats,” sabi niya sa halo-halong Ingles at Filipino.

Dagdag pa niya, “Our world has changed, and spying is detrimental to our national security.” Ang panukala ay nagpapataas ng parusa sa mga mapapatunayang guilty ng espionage at mga tumutulong sa kanila, kabilang ang habambuhay na pagkakakulong nang walang parole at multa mula P5 milyon hanggang P20 milyon. Ito ay naglalayong magsama rin ng bagong teknolohiya sa saklaw ng batas.

Ang panukalang ito ay nagmula sa mga ulat ng Rappler tungkol sa pagre-recruit ng mga Pilipino na may access sa sensitive na impormasyon para sa mga Chinese nationals. Kinumpirma ng National Security Council ang mga ulat na ito at sinabi na ang mga operasyon ng espionage na “linked” sa China ay “addressed and terminated.” Hanggang ngayon, ang bill ay nakapending pa sa Senate committee on national defense and security, peace, unification and reconciliation.
