Kagwe anaanzisha mpango wa Ksh3.7 bilioni kuimarisha viwanda vya chai

Waziri Mkuu wa Kilimo Mutahi Kagwe amezindua mpango wa serikali wa kuongeza mapato ya wakulima wadogo wa chai kutoka Ksh59 kwa kilo mwaka 2022 hadi Ksh100 ifikapo 2027. Alitangaza mpango huo Embu leo, akisisitiza marekebisho 10 chini ya BETA. Fedha za mkopo wa Ksh3.7 bilioni zitatumika kuboresha mashine na ubora wa chai.

Mutahi Kagwe alizindua mpango huo katika Kiwanda cha Rukuriri Embu, akisema utafuata ajenda 10 chini ya Bottom-Up Economic Transformation Agenda (BETA) ili kuboresha ushindani, upatikanaji wa soko na mapato ya wakulima.

"Ili kufikia lengo la BETA la kuongeza mapato ya wakulima wadogo kutoka Ksh59 mwaka 2022 hadi Ksh100 kwa kg ifikapo 2027 ya jani la kijani, tutatekeleza ajenda hii ya hatua 10 na hatua za kimabadiliko," alisema Kagwe.

Serikali itatoa mkopo wa Ksh3.7 bilioni kwa viwanda vya chai kwa kiwango cha riba cha 5% ili kusasisha mashine na kupanua uzalishaji wa chai ya kiorthodoksi. Hatua zingine ni pamoja na marekebisho ya gharama, kupunguza ada za wakala kutoka 2.5% hadi 1.5%, kuondoa VAT kwenye chai na nyenzo za pakiti, na kuanzisha maabara Mombasa kwa vipimo vya dawa za wadudu na metali nzito.

Aidha, serikali inashughulikia glut ya chai na hisia zisizouzwa Mombasa kwa ufadhili endelevu wa utafiti na miundombinu, na kuanzisha jukwaa la e-commerce kuunganisha wazalishaji na wanunuzi. Pia, imekuza usimamizi mkali dhidi ya biashara haramu ya jani la kijani na kuboresha viwanda vibaya zaidi.

Mpango huu unatokana na malalamiko ya wakulima kuhusu mapato madogo, huku KTDA ikipendekeza malipo ya Ksh30 kwa kg Januari, na baadhi ya maeneo Ksh26 kutokana na shida za kifedha na bei za kimataifa.
