The European Court of Human Rights has rejected a complaint against the 25% Spanish quota in Catalan schools.
The Strasbourg Court unanimously dismissed the complaint filed by parents and the pro-independence group Òmnium Cultural. The ruling states that the practice of teaching exclusively in Catalan significantly harmed Spanish families.
The judges noted that Catalonia is a bilingual region and that banning Spanish as a language of instruction would deprive citizens of their right to education in the national language. The court found that an adequate balance was achieved between the unity of the education system and linguistic diversity.
The decision comes ahead of a ruling by Spain's Constitutional Court on the 2022 law passed by ERC, Junts, PSC and Comuns. The Catalan government has reaffirmed its commitment to the Catalan immersion model.
