قضى أمين المظالم البرلماني بأن دور الحضانة وبرامج ما بعد المدرسة يمكنها الإغلاق لأغراض التخطيط أو التدريب بحد أقصى أربع مرات في السنة.

جاء هذا القرار نتيجة شكوى ضد بلدية "كونغسور". فقد كانت البلدية تعتزم إيقاف العمليات لمدة ستة أيام خلال العام الدراسي 2025/2026. أكد كبير أمناء المظالم البرلمانيين "إريك نيمانسون" أن قانون التعليم يقتضي توفير دور الحضانة ورعاية ما بعد المدرسة بالقدر الذي تقتضيه الحاجة، مع مراعاة عوامل مثل عمل الوالدين. وأشار أمين المظالم إلى أن الحاجة إلى التخطيط مفهومة، ولكن يجب ألا تحدث حالات الإغلاق بدرجة مفرطة.
