Minister Ruku war bereits am Vorabend des Donnerstags in Garissa eingetroffen und suchte die Büros am Morgen auf. Er fand das gesamte Gebäude mit nur einem anwesenden Beamten vor, während viele Türen verschlossen waren.

Er wies darauf hin, dass die Büros gemäß den Richtlinien von 2016 für die Region North Eastern um 7:30 Uhr öffnen sollten. Eine zweistündige Mittagspause ist zulässig, um Muslimen das Gebet zu ermöglichen.

Der Regionalkommissar für North Eastern, John Otieno, war abwesend, da er in Wajir die Vorbereitungen für die Feierlichkeiten zum Madaraka Day am 1. Juni 2026 beaufsichtigte.

Der Minister betonte, dass die Mitarbeiter ihre Arbeit gewissenhaft verrichten müssten, nachdem die Regierung ihre Gehälter mit Wirkung zum 1. Juli 2025 erhöht habe.
