UNAB-Bericht warnt vor Produktivitätsrückgang bei FONASA trotz Personalaufbau

Ein neuer Bericht des Instituts für öffentliche Gesundheit der Universidad Andrés Bello warnt, dass die Produktivität in der institutionellen Pflege von FONASA zwischen 2013 und 2025 um 40,75 % gesunken ist, obwohl sich die Mitarbeiterzahl verdoppelt hat.

Die von Héctor Sánchez, Manuel Inostroza und Benjamín Ahumada herausgegebene Studie, deren Datenerhebung mit dem Jahr 2025 abgeschlossen wurde, zeigt, dass FONASA neun von zehn Chilenen versorgt. Zwischen 2019 und 2025 wuchs das Portfolio um 15,4 %, während es bei den Isapres um 26,6 % zurückging.

Die fiskalischen Beiträge zu FONASA stiegen von 58,1 % der Einnahmen im Jahr 2011 auf 74,6 % im Jahr 2025. Seit 2021 ist das Realeinkommen unter dem historischen Trend gewachsen, was zu einer Lücke von etwa 5,7 Billionen Pesos geführt hat. Gleichzeitig stiegen die direkten Ausgaben der Haushalte von 32,6 % im Jahr 2021 auf 39,1 % im Jahr 2024.

Zwischen 2013 und 2025 nahm das Personal in der institutionellen Pflege von FONASA um 95,5 % zu, und die geleisteten Wochenarbeitsstunden stiegen in ähnlicher Größenordnung. Dennoch sank die Produktivität pro Mitarbeiter um 40,75 %. Die Isapres erbringen fast fünfmal mehr Leistungen pro Begünstigtem als FONASA. Die Ausgaben für ärztliche Atteste wuchsen zwischen 2019 und 2025 real um 50,3 %, und die Wartelisten umfassen zum Stand Dezember 2025 mehr als 600.000 zusätzliche Fälle.
