The Philippine weather bureau PAGASA warns that Tropical Storm Basyang (Penha) will bring moderate to torrential rains to parts of Caraga and Northern Mindanao from Thursday noon to Friday noon, potentially causing floods and landslides. As of 10 a.m. on Thursday, February 5, 2026, the storm was located 295 kilometers east of Hinatuan in Surigao del Sur, moving westward at 25 kilometers per hour.
On February 5, 2026, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) issued an updated forecast for Tropical Storm Basyang, which has accelerated from 20 km/h to 25 km/h. It is expected to make its first landfall in Surigao del Sur on Thursday evening. Following this, the storm will cross other parts of Mindanao, emerge over the Bohol Sea on Friday morning, February 6, and potentially make landfall again in Siquijor and Negros Oriental by Friday afternoon. It will then move over the Sulu Sea by Friday evening or early Saturday morning, February 7, and cross the northern portion of Palawan between Saturday afternoon and evening.
The storm maintains maximum sustained winds of 65 km/h with gusts up to 80 km/h. It is projected to weaken into a tropical depression by Saturday and further into a low pressure area by Monday, February 9.
PAGASA's rainfall outlook, updated at 11 a.m. on Thursday, indicates intense to torrential rainfall exceeding 200 millimeters in Surigao del Sur, Agusan del Norte, Agusan del Sur, Misamis Oriental, and Camiguin from Thursday noon to Friday noon. Heavy to intense rain of 100-200 mm is forecast for Siquijor, Bohol, Southern Leyte, Dinagat Islands, Surigao del Norte, Misamis Occidental, Lanao del Norte, Bukidnon, Davao del Norte, Davao de Oro, and Davao Oriental during the same period. Moderate to heavy rain of 50-100 mm is expected in Negros Occidental, Negros Oriental, Cebu, Leyte, Eastern Samar, Zamboanga del Norte, Lanao del Sur, Cotabato, and Davao del Sur.
From Friday noon to Saturday noon, heavy to intense rain will affect Antique, Iloilo, Guimaras, and Negros Occidental. Moderate to heavy rain is anticipated in Palawan, Aklan, Capiz, Negros Oriental, Cebu, and Siquijor. Between Saturday noon and Sunday noon, moderate to heavy rain will impact Palawan, with possible effects in Quezon, Oriental Mindoro, Marinduque, and Camarines Norte due to the shear line.
PAGASA has raised Signal No. 2 over parts of the Visayas, warning of gale-force winds of 62-88 km/h in Siquijor, the southeastern part of Negros Oriental, southern Cebu, southern Bohol, Surigao del Norte, Surigao del Sur, the extreme northern part of Davao Oriental, Agusan del Norte, Agusan del Sur, Misamis Oriental, the northern part of Bukidnon, the northeastern part of Lanao del Norte, the northeastern part of Misamis Occidental, and Camiguin. Strong winds of 39-61 km/h are expected in numerous other areas, including Cagayancillo and Cuyo Islands, southern Eastern Samar, southern Samar, Biliran, Leyte, Southern Leyte, and more.
Additionally, the northeast monsoon is bringing strong to gale-force gusts to Batanes, Babuyan Islands, Ilocos Norte, and various regions across Luzon, Visayas, and Mindanao on different days. There is a minimal to moderate risk of storm surges reaching up to 2 meters in Agusan del Norte, Antique, Bohol, Camiguin, Cebu, Davao Oriental, Dinagat Islands, Iloilo, Leyte, Misamis Oriental, Negros Occidental, Negros Oriental, Siquijor, Southern Leyte, Surigao del Norte, Surigao del Sur, and Cuyo and Cagayancillo Islands within 48 hours.
Sea conditions are forecasted to be very rough to moderate along the seaboards of Surigao del Sur, Northern Samar, Eastern Samar, Siargao-Bucas Grande Islands, Dinagat Islands, northern Davao Oriental, and many others, with waves up to 5 meters. Basyang is the second tropical cyclone to enter the Philippine Area of Responsibility in 2026, following Tropical Storm Ada in January.
