PhilHealth expands Z Benefits for rare diseases

PhilHealth has expanded its Z Benefits Package to cover at least 10 rare genetic conditions. The benefits include case rates ranging from roughly P99,000 to P739,000. This move supports ongoing efforts to improve care for rare disease patients in the Philippines.

The Philippine Health Insurance Corporation (PhilHealth) has expanded its Z Benefits Package to include at least 10 rare genetic conditions, according to a recent report. Case rates for these benefits range from roughly P99,000 to P739,000. This expansion aims to address the high costs of treatment for patients facing lifelong challenges.

Dr. Melanie Alcausin, director of the Institute of Human Genetics at the National Institutes of Health, told Rappler there are between 6,000 and 8,000 rare diseases globally, with about 80% genetic. “Seventy percent begin in childhood, yet 95% have no approved treatment,” she said. Newborn screening in the Philippines now covers at least 29 disorders for earlier detection.

Patient stories highlight ongoing issues. Araceli Lanorio, diagnosed with Neurofibromatosis Type 1 (NF1) at 16, recalled withdrawing due to fear and isolation. Nadia May Merced lost her daughter to Glutaric Acidemia Type 1 (GA1) after delayed diagnosis, as it was not then in newborn screening. “The diagnosis came too late,” Merced said. The Rare Disease Act of 2016 mandates a national registry and orphan drug access, though implementation remains uneven.

Dr. Loudella Calotes-Castillo emphasized, “Awareness is critical” for early intervention. Groups like the Philippine Society for Orphan Disorders connect patients and push for change. Lanorio now advocates, saying, “We may not have a cure, but we have each other.”
