La CAR restringe uso de agua en La Calera a Indega y ajusta concesión

La Corporación Autónoma Regional (CAR) de Cundinamarca negó la prórroga del uso de agua a Indega S.A.S. en tres manantiales de La Calera y redujo el caudal en los cuatro restantes, según la Resolución 347 de 2026. La medida busca preservar el recurso para el consumo humano en medio de variabilidad climática. El director Alfred Ballesteros Alarcón detalló las condiciones impuestas a la embotelladora de Coca Cola.

La CAR Cundinamarca emitió la Resolución 347 del 14 de abril de 2026, resolviendo la solicitud de prórroga de Indega S.A.S., Industria Nacional de Gaseosas S.A.S., para usar agua de siete manantiales en La Calera.

Negó la prórroga en los manantiales cinco, seis y siete. Para los manantiales uno, dos, tres y cuatro, redujo el caudal de 3,23 a 1,9 litros por segundo y limitó el permiso a cinco años en lugar de diez, explicó el director general Alfred Ballesteros Alarcón.

La decisión se basó en más de un año de estudios técnicos, incluyendo modelaciones hidrológicas, análisis hidrogeológicos y balance hídrico en escenarios climáticos. El proceso incorporó audiencias públicas y participación de autoridades locales, organizaciones civiles y órganos de control, a solicitud del Ministerio de Ambiente.

Indega debe cumplir obligaciones como adquirir y restaurar más de 53 hectáreas en páramos y ecosistemas altoandinos, ejecutar un plan de educación ambiental, construir un sistema alternativo de acueducto municipal e instalar monitoreo en tiempo real del caudal. "En un evento extremo hidrometeorológico o fenómeno de El Niño, la concesión se suspende de forma inmediata", afirmó Ballesteros.

Ballesteros destacó que la resolución establece un referente para resolver conflictos socioambientales con criterios científicos en contextos de cambio climático.
