Sa oral arguments noong Martes tungkol sa konstitusyonality ng unprogrammed appropriations (UA) at iba pang budget insertions sa 2024 hanggang 2026 General Appropriations Acts, hiniling ng Senior Associate Justice Marvic Leonen sa Solicitor General Darlene Marie Berberabe na magsumite ng listahan ng lahat ng special allotment release orders (SARO) para sa pagpapakawala ng UA.

Ipinaliwanag ni Leonen na ang SARO ay inilalabas ng Department of Budget and Management para sa Bureau of the Treasury upang maipaglabas ang pondo. Dapat ding i-match ng OSG ang mga SARO na ito sa certificate of income mula sa Treasury.

May deadline ang pag-susumite sa Abril 14, na gagamitin sa interpellations sa ikalawang bahagi ng oral arguments sa Abril 21. Ang hakbang na ito ay nagmumula sa pagdududa sa posibleng maling paggamit ng pondo mula sa UA.
