La vérificatrice générale Nancy Gathungu a révélé que des centaines d'employés retraités de l'administration des comtés continuent de percevoir illégalement des salaires dans huit comtés.

L'audit de l'exercice financier clos le 30 juin 2025 a révélé que ces employés avaient atteint l'âge légal de la retraite, fixé à 60 ans, tout en restant sur les listes de paie. Les comtés concernés sont Bomet, Garissa, Isiolo, Samburu, Nyeri, Migori, Nyamira et Embu. À Bomet, 27 employés ont perçu 3 millions de shillings. À Isiolo, 33 employés et quatre conseillers ont perçu 3,7 millions de shillings en juin 2025. Le rapport note que les comtés n'ont fourni aucune preuve juridique ni raison valable pour justifier le maintien de ce personnel, soulevant ainsi des problèmes de fraude à la paie et de corruption.
