제주도는 4월 1일 인천항에서 출발해 중국 대련항을 거쳐 북한 서해안 남포항으로 물품을 운송했다. 물품에는 의료 장비와 산림 병충해 방제용 농약, 한라봉 묘목이 포함됐다.
이 사업은 지난해 11월 오영훈 제주지사가 정동영 통일부 장관과 만난 뒤 추진됐다. 2월 제주도 대표단은 북한 측과 만나 단계적 협력에 합의했다.
통일부는 관련 법에 따라 도의 요청을 승인했다고 밝혔다. 윤민호 통일부 대변인은 "지방자치단체는 국가기관이 아닌 법인으로 간주된다"고 말했다.
