Alisema aliamua kununua kiwanja cha ardhi na mawakili wake alifanya uchunguzi, akatembelea ofisi za wizara Eldoret ili kuthibitisha umiliki. "Niliamua kununua kiwanja cha ardhi. Hati zote zilikuwa sawa. Wakili wangu alifanya uchunguzi, akaenda kimwili ofisi za wizara kukagua faili na akathibitisha shughuli," Koskei alisema.

Baada ya malipo, wakili aligundua ardhi inamilikiwa na profesa wa Chuo Kikuu cha Moi. Ndani ya wiki mbili, faili rasmi, ikiwemo kadi ya kijani, zilibadilishwa kuonyesha umiliki tofauti, na mmiliki alithibitisha kwa kutoa hati asili.

Koskei alishtumu wafanyikazi wa idara kwa kubadilisha rekodi, kudanganya muuzaji na kuthibitisha umiliki kwa uongo. "Nimepoteza pesa, na waliopata faida ni wafanyikazi wa Idara ya Taifa ya Ardhi kwa kuiba faili na kadi ya kijani kisha wakabadilisha," alisema.

Alitoa maagizo kwamba maafisa wanaoshirikiana na wadanganyifu walipe kila shilingi iliyoibwa kabla ya kufutwa kazi bila ubaguzi. Koskei alisema ripoti zinaonyesha udanganyifu wa kimfumo unaohusisha ubadilishaji wa rekodi na rushwa. Alitaka huduma za ardhi za kidijitali za mwisho hadi mwisho ili kuondoa mapungufu ya mikono.
