Ayon sa desisyon, ang salitang "forthwith" sa Article XI, Section 3(4) ng 1987 Constitution ay nangangahulugang "within a reasonable time, which may be longer or shorter, depending on the circumstances of each case."

Ipinahayag din na walang tiyak na timeframe ang Senado para simulan ang trial, na nagbibigay-daan sa paghahanda. Si Associate Justice Alfredo Benjamin Caguioa ay hindi sumali sa boto, habang si Senior Associate Justice Marvic Leonen ay sumang-ayon lamang sa resulta ngunit hindi sa interpretasyon ng "forthwith."
