データセンターは、主にサーバー冷却のために水を必要とする。Googleの報告によると、同社のネブラスカ州の施設では2025年に7億3200万ガロンの水が使用された。また、Metaのサーピー郡の拠点では、2020年から2024年にかけて年間2670万から3750万ガロンの水が取水されていた。

地元の当局者や研究者は、水不足が深刻な地域での施設拡大に警鐘を鳴らしている。パピオ・ミズーリ川天然資源地区のジョン・ウィンクラー氏は、水供給がすでに不安定な場所にデータセンターを設置することは理にかなっていないと述べた。

現在、州内にはデータセンターの公式な集計数すら存在しない。規制当局は、今回の新しい報告義務が施行された後、残る情報の空白を評価する予定である。
