Tesouro defende decisão de reter repasses para 69 municípios

O Tesouro Nacional defendeu a retenção de R$ 13,5 bilhões em transferências de quota-parte de 69 municípios como um último recurso para impor disciplina fiscal.

O diretor-geral, Dr. Duncan Pieterse, informou ao Comitê de Portfólio sobre Governança Cooperativa que a medida ocorreu após falhas nas tentativas de supervisão. Consultas foram realizadas com os municípios afetados em dezembro passado, após a emissão de notificações em setembro e dezembro de 2025. A lista inicial abrangia 99 municípios, mas foi reduzida para 69 após alguns cumprirem os requisitos de receita.

Pieterse descreveu a ação como corretiva, e não punitiva. Ele observou que a seção 216 da Constituição e a Lei de Gestão Financeira Municipal permitem cortes temporários de verbas até que a conformidade seja comprovada.

O ministro das Finanças, Enoch Godongwana, afirmou que o Tesouro Nacional pode reter as transferências por até 120 dias, a menos que o Parlamento intervenha. A reunião informou ao Parlamento sobre as intenções e as condições para o prosseguimento da medida.
