Kenya itapata Ksh 135 bilioni kutoka mauzo ya mafuta Turkana, anasema CS Wandayi

Waziri Mkuu wa Nishati na Mafuta Opiyo Wandayi ametangaza kuwa Kenya itapata KSh 135 bilioni kutoka mauzo ya mafuta ghafi katika Bonde la South Lokichar, Wilaya ya Turkana, chini ya Mpango wa Maendeleo wa Sehemu (FDP) uliopendekezwa kwa Vitali T6 na T7. Tangazo hili limetolewa wakati wa kukaa na kamati ya bunge kuhusu nishati na Kamati ya Kudumu ya Seneti. CS alifafanua takwimu za mapato ya awali, akisema ziliangazia tu sehemu ya faida ya serikali na kutozingatia vyanzo vingine vya mapato kama ada za uso na ushuru wa mafunzo.

Opiyo Wandayi, Waziri Mkuu wa Nishati na Mafuta, alitoa tangazo hili tarehe 13 Februari 2026, wakati akifafanua ripoti za awali za mapato kwenye nishati. Katika uwasilishaji wa hivi karibuni kwa Bunge kuhusu ugawaji wa mapato, ilionyesha kuwa sehemu ya faida ya Serikali ni USD 864.48 milioni, sawa na KSh 112.38 bilioni, alisema CS. Takwimu hii haikujumuisha vyanzo vingine vya mapato kama ada za uso na ushuru wa mafunzo.

Mpango wa Maendeleo wa Sehemu (FDP) unaonyesha makadirio ya jumla ya mapato ya serikali kuwa karibu KSh 135 bilioni wakati vyanzo vyote vya mapato vinazingatiwa, ikijumuisha sehemu ya faida na mapato mengine ya kimkataba yanayohusiana na Mikataba ya Kushiriki Uuzaji (PSCs).

Kuhusu suala la mapato, CS alisisitiza kuwa mapato yatagawiwa kulingana na Kifungu cha 58 cha Sheria ya Mafuta, na ugawaji kwa Serikali ya Taifa, Serikali ya Wilaya ya Turkana, na jamii ya eneo hilo.

Kabla ya FDP, kulikuwa na Mpango wa Maendeleo wa Muda Mrefu wa Mafuta, ambao ulilenga kuondoa vizuizi vya usambazaji vinavyorudiwa kwa kutabiri mwenendo wa mahitaji ya taifa ili kuzuia upungufu wa baadaye, huku ukichora miundombinu inayohitajika ili kukidhi matumizi yanayotarajiwa kwa gharama ya chini iwezekanayo. Mpango huo ulitambua uwekezaji muhimu katika mabomba, depo za kuhifadhi, na uwezo wa kusafisha, pamoja na hatua za kuimarisha utaalamu wa kiufundi na uwezo wa rasilimali za binadamu katika mnyororo wa usambazaji. Pia ulitoa makadirio ya gharama ya kimkakati ili kuongoza ushiriki wa sekta ya umma na ya kibinafsi katika maendeleo ya miundombinu.

Kubadili kutoka Mpango wa Maendeleo wa Muda Mrefu wa Mafuta hadi FDP kuwakilisha mpito kutoka uchunguzi wa rasilimali hadi ubiaji wa rasilimali. Mabadiliko haya yalikuwa pia sawa na Ajenda ya Mabadiliko ya Uchumi ya Chini-Hadi, ya Rais Ruto, ambayo inalenga kuharakisha ubiaji wa amana za mafuta za Turkana.
