Die Nationale Vereinigung der Bezirksrichter und Richter der Obergerichte bezeichnete die Maßnahme als Eingeständnis der Undurchführbarkeit des ursprünglichen Entwurfs. Die Gruppe nannte die Änderungen unzureichend, um Wiederholungen von Problemen wie die Nähe gewählter Richter zur Regierungspartei zu verhindern.
