これまで米軍は沖縄県のキャンプ・ハンセンで重火器を含む生け贄訓練を実施してきたが、1997年に銃器訓練を沖縄外のこれら5カ所に移設し、地元負担を軽減した。重火器訓練はキャンプ・ハンセンで継続されている。
防衛省幹部は「地域住民の理解を得た上で許可する」と述べ、同日から関係自治体への説明を開始した。米国側は、安全保障情勢の変化に対応し、より効率的・効果的な訓練を行うためだと説明した。両国間の年間生け贄訓練日数の上限は変更されない。
